IT Services in China: Is English a Real Barrier?

There is a considerable amount of talk in the outsourcing world about China, and often the topic is the English
language. There is no question that India's English capabilities far outweigh China's. However, it is important
to consider the types of outsourcing services being provided in order to accurately assess the impact of English
speaking and writing proficiency on the relationship between clients and their service providers.
Disclaimer: as a China-based IT services company, Hundsun has an interest in shedding the negative language and
communications perception of China. We recognize that many types of outsourcing services require the level of
English fluency that is common in India. Business Process Outsourcing (BPO), for example, including call centers
and document preparation services, require an English fluency that is quite prevalent in India. This is not to
say that English fluency does not exist in China. It does, albeit more sparsely than in India. IT outsourcing,
on the other hand, does not require the same level of proficiency with English as certain BPO services.
Of course, when providing software development and maintenance services to English speaking clients, it is
critical to have strong English capabilities, especially at the project management level. However, at the
engineering and programming level, English is by no means the only metric. China-based IT services providers
offer extensive technical know-how. The language of Java is the language of Java, .NET is .NET and so on. These
are the languages that developers, designers, and architects speak, read, and write fluently.

experience over the past 13 years developing, deploying, and maintaining transaction processing and investment
management applications in the world's fastest growing economy has prepared the firm to offer tremendous
technical expertise -- in a universal language. Other Chinese outsourcing providers offer the similar
capabilities in various industries.
That said, Hundsun Global is quite proud of our English abilities. Hundreds of our employees speak English
exceptionally well. We have an English school, require all meetings be held in English, and recently launched a
Go to America Program. Our US-based Director of Delivery and Project Managers are fluent in English, as is our
entire management team. Although China does not have the same level of English capabilities as many Indian firms,
our commitment is to make communication with our clients in the IT services space one of our core strengths.

A distinguished panel of industry observers and veterans joined the IAOP Washington, D.C. Chapter on February 13,
2008 to "The Impact of Possible Recession in the U.S. on the Outsourcing Industry." The speaker included Erran
Carmel, Associate Professor, Kogod School of Business, American University; Elizabeth Halaki, Chief Marketing
Officer, Océ Business Services; Robert Sherretta, CEO, International Investors, LLC; Greg Retzer, Director,
Outsource Partners International; and Patrick Dine, CEO, PSD Global Inc. Jeff Swartz, President of Hundsun
Global Services, Inc. and Chairman of the Chapter, moderated the meeting.
Highlights from the presentations and discussion:

The speakers agreed that we will have a mild recession rather than a major currency crisis, but pain
in the U.S. credit markets will impact prices, employment, and general business confidence. This certainly
will impact business decisions to outsource, making the market more challenging that it has been of late.

The macro trends that continue to support outsourcing and offshoring are the weakened dollar versus the
Indian Rupee, increasing wages in India, and softening wages in the U.S. The speakers agreed that the
value proposition associated with outsourcing should resonate during tough times. This was the case
fter the post 9/11 downturn, when offshoring and outsourcing companies thrived.

However, over the next 2-3 years overall industry growth will slow from the torrid pace of the past
five years. And, at the micro level, there will be an increase of "back-shoring" to farm, rural, and
local home sourcing providers.

Companies that are already outsourcing will continue to do so, and in fact may look to increase their
reliance on partners as a way to cut costs and drive efficiency and effectiveness. However, companies
that are considering new projects and vendors may delay decisions or put them off indefintely. Middle
market companies will still be ripe prospects for BPO business where the customer can realize a rapid
economic benefit

Outsourcing vendors with a strong U.S. presence should look to find customers who may have an interest in
expanding to overseas markets. A Chinese-based outsourcing provider, for example, could help U.S. clients
access the China market. Service providers should also consider Western Europe and Canada for opportunities.

Four of the five of the panelists believe outsourcing of U.S. jobs overseas WILL NOT be a significant
political issue in the upcoming presidential election.
November 27, 2007. Intel SSG Asia Inspector General, Mercedes Ho, at Hundsun's Hangzhou headquarters presented Hundsun with Intel's "Partnership Excellence Award."
Hundsun is the only company in the entirety of Zhejiang Province to be conferred this award. Topics discussed during this meeting were Hundsun and Intel's shared success in enterprise management, and their confidence in the financial IT market's continual expansion.
Mrs. Ho announced that the government will unwaveringly focus on insuring the quality of Publicly traded A share companies, which will in turn insure long term stability in the National stock market. The rise in the value of the Chinese Yuan is causing the Chinese market to become even more of a hotspot for international investors. Chinese finance markets IT Infrastructure is still in its beginning stages, the room for expansion is large, because of this the future will be extremely lucrative for Hundsun, and Intel hopes that there will be more opportunities for cooperation with Hundsun in the Financial services domain in the future.
In recent years, Hundsun and Intel have developed a very close relationship, and with these two industry giants working together the investment market will definitely develop and be able to insure more stable and reliable information technology.
October 30, 2007. Oracle held the Greater China 2007 Technology Partner Forum. The scenery in Xiamen, where the event was held, was beautiful and captivating.
In attendance were famous IT companies from China, Hong Kong and Taiwan. Because of Hundsun's excellent performance in the financial IT sector in 2007, Hundsun Electronics was awarded Oracle's "2007 Spotlight Partner Certificate of Appreciation", and was one of the three specially invited guests (Hundsun, Intel, Sun).
April 6, 2007. Hundsun Electronics Honored with Financial Reward From the Hangzhou Binjiang District Government.
During a conference held by Hangzhou's High Technology Development Zone, Hundsun Electronics was recognized as one of the "High Technology Development Zones Pioneering and Keystone Enterprises." The company's "Highway Traffic Network Charging System" received second place in Hangzhou's award for "Science and Technology Advancement," It also won the Hangzhou High Technology Development Zone's award for Science and Technology Innovation. Because of this the District government has recently honored Hundsun Electronics a financial award, recognizing Hundsun as an essential part of the landscape of Hangzhou's High Technology Development Zone.
March 19-21, 2007. Gartner Outsourcing World Summit.
Hundsun participated as a member of the China Outsourcing delegation. In
total, thirty providers from China participated. Hundsun and one of our
clients presented a case study on a successful IT outsourcing engagement
in the financial services area.
March 20th, 2007 - "Dream-Realize-Surpass- Hundsun Electronics' 2007 Securities HICC Seminar" was recently held in Shanghai, China. Over 40 representatives from 30 of the top securities companies in China were in attendance
During the seminar Hundsun's director and chief engineer, Mr. Wang
CeJiang, reviewed the status and future enhancement of the Securities
Call Center; Hundsun Call Center product development manager, Mr. Zhang
Yang, explained to the group how the HICC supports large-scale exchange
and distribution call centers; Hundsun's Securities Department product
manager, Mr. Ni ShouQi, introduced the HICC-based Customer Service
Platform solution; a guest speaker from Haitong Securities, a client of
Hundsun's HICC system shared his experience with Hundsun's HICC, its
convenience, flexibility and practicality.
March 2, 2007,Hundsun - Oracle Strategic Cooperation Talks
Oracle's Asia Pacific Channel Director Sukhdeep Singh visited Hundsun at our headquarters in Hangzhou to discuss the planned strategic cooperation between Oracle and Hundsun. Hundsun's President Eddie Liu, Chief Technology Officer Fang Jingwu, and General Manager of the Securities Department Guan Xiaolan all participated in the meeting with Mr. Singh. Oracle is the number one information management software provider in the world. For several years now Hundsun and Oracle have had business and technology cooperation agreement focused
on the financial services domain.
February 19-21, 2007, Hundsun will have a booth at IAOP's 2007 Outsourcing World
Summit at the Loew's Lake Las Vegas Resort in Las Vegas, Nevada.
This is the 10th anniversary of outsourcing's most highly respected global conference. Hundsun will be showcasing
their Software Development, Software Testing, and Offshore Development Center offerings. Prior to the conference,

January 4, 2007, Hundsun's Integrated Trading Platform Performs Perfectly
On the first trading day of the year, the total transaction value of the
Shanghai and Shenzhen Stock Exchanges reached 121.5 billion RMB,
breaking previous records. Throughout such enormous transaction volumes,
Hundsun's Integrated Trading Platform has been performing perfectly.

December 23, 2006, Hundsun Recognized at the Chinese Small and Mid-Sized Enterprise Conference in Beijing
The First Annual Chinese Small and Mid-Sized Enterprise Conference was held in The Great Hall of the People in Beijing.
During the conference Hundsun Electronics Co. was named as one of the "Top 100 Growing Small and Mid-Sized
Enterprises of 2006." Additionally, Hundsun’s chairman of the board, Huang Dacheng, was listed as one
of "China’s Top Entrepreneurial Figures of 2006."
December 20, 2006. The International Association of Outsourcing Professionals (IAOP) Plans a Washington, D.C. Chapter in 2007
Richmond, VA – Mr. Aidan Harland, Vice President, Sales & Marketing for Hundsun Global Services, Inc. was appointed to the Chair of the soon-to-be formed Washington D.C. Chapter of International Association of Outsourcing Professionals (IAOP). The Chapter is directed at customers, providers, and advisors involved in outsourcing.
With 30 chapters throughout the world, including Chicago, Shanghai and London, IAOP’s mission is to assist outsourcing professionals with building professional relationships and advancing outsourcing as a recognized and highly regarded profession.
A mailing will be sent shortly to individuals at companies in the mid-Atlantic area involved in IT outsourcing and business process outsourcing, soliciting their interest in becoming members of IAOP and participating in the affairs of this Chapter.
Membership in IAOP provides corporations and individual professionals with access to the association’s research, training, certification and networking programs. On May 30th, 2006 Hundsun Electronics was listed as one of the Top
100 Most Profitable Chinese Software Companies of 2006 by the
National Development and Innovation Committee, Information Industry
Ministry, Commercial Ministry, and Statistics Bureau. In a meeting
between these government agencies it was determined which software
companies were the most profitable for the year of 2006., Hundsun
Electronics Co. ranked 38th out of the top 100. This is the third
year in a row that Hundsun has earned a position on this prestigious
list.

On May 23, 2006 Hundsun Electronics and Zhong Xin Securities, one of China's largest securities companies, signed an agreement which covers an electronic platform which can handle both business innovation and the management of the integration of derived products.
May 10, 2006, Hundsun's Director of North America Tim Porter hosted Vice Mayor Jin of Hangzhou and members of the Hangzhou Delegation for dinner in Annapolis, Maryland.
On May 11th the Hangzhou Governmental delegation met with a similar
delegation from the State of Maryland and various industry
representatives to discuss business opportunities and cooperation.

March 14, 2006, Hundsun Electronics is listed as one Zhejiang's Top 10 software companies of 2006..
Recently, the Zhejiang Provincial Office of the Information Industry released a list of the top companies in the information industry. This is the sixth consecutive year Hundsun
Electronics has been named in this list.
March 13, 2006, The Bank of Communications issues a contract to Hundsun for its Foreign Exchange Deposit System.
Recently, the Bank of Communications awarded a contract for one of Hundsun¡¯s Investment Series Products, the Exchange Deposit System. Earlier this year, in January, Hundsun was also awarded a contract for this product by the Shenzhen Development Bank.
Our Investment Series products are already leading the way in the foreign exchange markets. Our current customers include: The Shenzhen Commercial Bank,
Shenzhen Development Bank, and the Bank of Communications.
December 23, 2005, Hundsun establishes a wholly owned subsidiary in the USA - Hundsun Global Services, Inc.
On December 23, 2005
Hundsun established Hundsun Global Services, Inc.
The new subsidiary office will be located near
Columbia, MD and will service Hundsun's growing list of
North American clients. In 2006 the office will be
primarily focused on sales, sales support, and client
support. Hundsun plans to expand the staff to
include business analysts and senior technical staff to
facilitate onsite support and coordination with the
development center in Hangzhou.
New Practice Areas Begun in 2005.
In 2005 Hundsun Global
Services initiated two major new practice areas
supporting clients in the USA - Health Care Information
and Financial Services. Under contract to clients
in the USA, projects are underway in both areas and
Hundsun plans to expand these services in 2006.
Also in 2006, Hundsun plans to offer a Chordiant
enterprise solutions practice area. Chordiant is one of
the world's leading J2EE/XML delivery and implementation
solutions delivering process centric applications
integrated with core back end systems.
April 1, 2005, Hundsun Electronics Co. establishes a subsidiary in Kawasaki, Japan.
On April 1, 2005 Hundsun Electronics Co., Ltd. set up its first subsidiary outside of China. The amount of registered capital was 11.4 million yen, which will be increased to 34 million yen in July of 2005. The main business areas of Japan Hundsun Inc. are software outsourcing, technical support for Japanese companies, and consulting services and technical support for Japanese IT products that will enter into the Chinese market.

In March 2004, Hundsun Electronics Co., Ltd. was listed in the "China Offshore Software Engineering Project" (COSEP) by the Torch Center, part of the Ministry of Science and Technology of the Peoples Republic of China. The main purpose of COSEP is to promote cooperation between Chinese software companies and US & European software companies. The project aims to optimize domestic offshore resources and build teams which are able to compete in both the US and European market.

in November 2003. This achievement demonstrates the company's

HGS now is now preparing for the
Capability Maturity Model Integrated (CMMI)
assessment with a goal of achieving CMMI4. Hundsun has
retained Tata
Consultancy Services, the leading global consulting
and IT services company, as a consultant in achieving
